Project SAMAGRA
NMP+ has been selected as a SR for the Global Fund project named ‘SAMAGRA’. This program is being implemented with a key objective to improve the survival and quality of life of PLHIV by establishing 41 Care & Support Centers (CSCs) in Maharashtra state and providing technical support for Mumbai and Goa SACS supported CSCs to improve treatment outcomes and meet the needs of PLHIV, including those who are members of high-risk groups, women and children.

Key Responsibilities:

  • Provide mentorship and technical guidance to state teams on community-led monitoring (CLM) frameworks and CSS guidelines for state Community and district community groups.
  • Facilitate training and capacity-building sessions for District CRG members and community champions and community networks.
  • Assist in the development of plan for training and sensitization of stakeholders and will implement the guidelines for Community system strengthening in the respective districts.
  • Prepare the training plans for CLM orientation in the districts and will assist the all-logistic support for these trainings.
  • Responsible for all DCRG meetings execution as per the CSS guidelines and will make all necessary correspondence with nodal officials in SACS.
  • Prepare the database for the PLHIV and their family members for the social welfare and security schemes.
  • Prepare the database for the case records of stigma and discrimination.
  • Document the good practices and support to program team to record of learning and practices from grass root level.
  • Support in day-to-day activities for CSS component to the state teams.
  • Lead the design and facilitation of co-creation workshops to share feedback and findings from CLM activities by community champions and internal meetings with SACS, SR and Alliance program teams at PR level.
  • Engage stakeholders in collaborative problem-solving and action planning based on CLM data.
  • Promote evidence-based advocacy through participatory processes.
  • Maintain regular communication and coordination with SR program team and the National Programme Manager at the PR level.
  • Liaise with State Program Managers to ensure alignment of CSS activities with national strategies and log framework.
  • Provide support to the SR team in preparing the session plan for all state and district level consultations and meetings and make sure all required documentation as well.
  • Contribute to local resource mobilisation and donor sensitisation at the district level and at headquarters of state.
  • Sensitisation for HIV/AIDS Act 2017 and about the grievance redressal system at the district and state level.
  • Contribution in the planning for state and national events and celebration of major health days.
  • Strictly follow the organisational work plan and individual activity plan, ensuring adherence to quality and timeliness in required deliverables.
  • Undertake other responsibilities not outlined above, which are commensurate with a role of this nature in the not-for-profit sector, which has been discussed and agreed upon between the line manager and the post holder.

Qualification:

  • Graduation or Post Graduation in social sciences, statistics, demography in health or development field (or equivalent).

Experience:

  • At least 3 to 5 years’ experience working in HIV Program at the State level, including experience working with PLHIV, key population and community networks.
  • Experience managing CSS related programmes will be an added advantage.

Skills & Expertise:

  • Demonstrated knowledge and understanding of project management at State level.
  • Previous experience in working with similar types of care & Support/prevention programmes at State/District level.
  • Demonstrated experience in handholding and capacity building support at the grassroots level.
  • Strong community networking skills.
  • Excellent analytical, writing, and verbal communication skills.
  • Good computer skills using MS office, especially in Excel, is mandatory.
  • Ability to work effectively in teams as well as independently.
  • Ability and willingness to undertake extensive travel within the responsible state(s).
  • Fluent in regional language in Marathi, English and Hindi.
  • Ability and willingness to undertake travel approximately 40% to 50% of the time, primarily within the state, where the programme is being implemented.

Project SAMAGRA
NMP+ is the Sub-Recipient (SR) for “SAMAGRA”, a Global Fund project dedicated to improving the survival and quality of life for PLHIV. The programme involves establishing 41 Care & Support Centers (CSCs) across Maharashtra and providing technical support to Mumbai and Goa SACS-supported CSCs to improve treatment outcomes.

Specific Responsibilities:

  • Monitor financial management and ensure timely disbursement of funds to SSR NGOs/DLNs.
  • Support signing of grant agreements, renewals, amendments and closeouts for sub-grants.
  • Collaborate with the Programme Manager to develop budgets and regular reports.
  • Monitor partner financial performance and spending under sub-grants.
  • Design budgets and reporting forms aligned with programme deliverables.
  • Carry out regular monitoring visits to SSRs with the programme team.
  • Maintain understanding of donor regulations and local legislation.
  • Ensure compliance with internal requirements, donor policies and government regulations.
  • Assess SSR financial records and internal control systems.
  • Provide technical support on financial management, internal controls, budgeting and sub-grants management.
  • Maintain books of accounts and manage day-to-day financial transactions.
  • Record transactions in Tally and maintain proper documentation.
  • Ensure timely vendor and partner payments.
  • Handle monthly bank reconciliation and advance settlement.
  • Ensure timely tax deduction and deposit with government authorities.

Person Specification:

  • Bachelor’s degree in Accounts / Finance with minimum 3 years relevant experience.
  • Strong accounting, administrative and management skills.
  • Excellent accounting software and MS Office knowledge.
  • Experience in partner management, reporting and donor coordination.
  • Strong teamwork, collaboration, negotiation and communication skills.
  • Fluent in Marathi, English and Hindi.
  • Willingness to travel approximately 40% to 50% of the time.
